How to choose the
Best EOR Provider in Belgium
To find the best EOR provider in Belgium, run a few local tests. Ask how a provider finds the joint committee (PC) for your role, because that decides the minimum salary, the 13th month and the weekly hours. Ask who files the Dimona before day one and the quarterly DmfA with the ONSS. Ask how the 2026 cap on indexation above €4,000 a month will reach your payroll. A provider that answers in writing, with dates and figures, knows Belgian payroll.

What legal duties move from you to us?
Each item below is a legal obligation for an employer in Belgium, carried by us for every hire.
- Dimona declaration to the ONSS before the employee’s first working day, and again on leaving
- Quarterly DmfA return with pay and working time, due at the end of the month following each quarter
- Monthly précompte professionnel withheld and paid to the FPS Finance
- Work regulations (règlement de travail / arbeidsreglement), required of every employer
- Written essential terms under the Law of 7 October 2022, given with the contract
- Full pay for the first 30 days of sickness (salaire garanti), borne by the employer
- Annual 281.10 tax form and, on leaving, the C4 and holiday certificate
- Compulsory work-accident cover and an external prevention service

A person who knows your file.
When an employee calls in sick on a payroll cut-off day, or asks why they were dismissed, you speak to the coordinator who set up their contract. They already know the joint committee, the salary and the history.
What should you ask an EOR before signing?
Bring these eight questions to a sales call; strong answers cite Belgian rules, dates, forms.
Compliance ownership
Who signs the contract, files the Dimona and answers to the ONSS if a declaration is late or wrong?
Payroll accuracy
How will you apply the January indexation and the 2026 cap above €4,000 a month, and will the year-end bonus and the 92% holiday pay land on the right payslips?
Employer risk
If a dismissed employee asks for reasons under CCT no. 109, who writes the registered letter within two months?
Data and records
Where are payslips, individual accounts and 281.10 forms kept, and can I download them when an inspector asks?
Sector rules
Which joint committee covers this role, what is its minimum scale, and does it add sector bonuses, eco-vouchers or a shorter week?
Time to a first day
How many days do you need between a signed offer and the Dimona, and how do you plan around a single permit?
Predictable cost
Will the quote show twelve months of salary, the 13th month, double holiday pay, employer ONSS and your fee, in euros?
Documentation
Do you issue the work regulations, a telework agreement under CCT no. 85 and, when someone leaves, the C4?

What changed for Belgian employers?
The minimum monthly wage (RMMMG) rose to €2,189.81 in April and €2,233.61 from 1 July, after the pivot index was exceeded. The Programme Law of 30 May 2026 capped indexation on salary above €4,000 a month from 1 June and limited dismissal notice to 52 weeks for contracts started from that date. For contracts from 1 August, the first six months carry one week’s notice. Since January, guaranteed salary no longer restarts for an illness that recurs within eight weeks, and an April circular confirmed the inbound taxpayer regime at 35% from €70,000.
